Where can I control the global velocity of a chord pattern? And where can I find the most current Scaler manual?

You can open Scaler click on the logo, the menu is located in the Help section.

There is no global velocity setting as of yet. There are many ways to accomplish this depending on the DAW you are using. Most have a way to insert a MIDI device after Scaler and before the instrument to limit the upper and/or lower of velocity. There are free 3rd Party ones as well like MIDIpolysher.
