Can I move the scale up by pressing this?

Yes, in principle this works, unless you have Voice Grouping active…
Make sure Voice Grouping is turned off, like so…
then the Octave switches should work as expected.
That moves the chords up and down by octaves. I just tried it and it works as it always does. If you want to move by semitones to transpose you need to use Scales at the top of section A.
