I’m a Reason user and I’m having fun with scaler2 vst is there any way you can create a" passing" note in scaler2 ???

Welcome, there are many ways Scaler can help you find a passing note but really this is totally open to interpretation as a passing note could be chord tone, scale based tone or even an inharmonic tone.
If you use ‘Keys Lock’ and ‘Chord Extensions’ you can find some great chord tones to use as a passing note, or if you are playing a chord like D Major for example you could select that scale and look for notes in that scale to use.
I guess it’s more a ‘in situ’ question rather than a software usage question so hope my response helps.
