Scaler2 eats my pitchwheel events

Scaler2, Reaper 6.12c, Catalina 10.15.5

Using ReaControl midi monitoring Scaler2 is is filtering out most (not all) pitch wheel events.

It also introduces a very subtle latency.

this is a known limitation of the VST3, have you tried with the VST2 version ?
